PSO Peeps: block PC v2 from Vanilla/Hardcore ships

PC v2 clients receive boosted BattleParams via the patch server.
Vanilla and Hardcore run base XP rates and are incompatible.
Block Version::PC_V2 from proxy destinations on ports 19230/19530.
